We are pleased to welcome Dr Etienne de Villiers Hugo to our team of migration professionals. Etienne holds a Doctorate of Laws (LLD) degree from the University of Pretoria, South Africa. He is registered as an Advocate of the High Court of South Africa and was an assistant lecturer at the University of Pretoria for several years. Etienne and his wife settled permanently in Australia in late 1999. Etienne is a registered Migration Agent specialising in skilled and business migration visas. Other languages: Afrikaans & Dutch. Major changes to Student Visa arrangements came into effect on 1 July 2001. Parish Patience is currently assisting a large number of students, universities and colleges. Ministerial Press Statement No 85 of 2001 - New Visa Processes Revised Skilled Occupation List The Government has issued a revised Skilled Occupation List with effect from 8 August 2001. Changes include the addition of two new occupations: Hotel or Motel Manager (Degree Level) - 50 points and Hotel or Motel Manager (Diploma Level) - 40 points. Options for More Parent Migration The Minister for Immigration & Multicultural Affairs, Mr Ruddock, is seeking views on options for a higher level of parent migration. Also under discussion is a proposal for a long term temporary parent visa. Ministerial Press Statement No 154 of 2001 Hong Kong Joins Working Holiday Maker Program Australian and the Hong Kong Special Administrative Region have agreed to a mutual Working Holiday maker arrangement for young people aged between 18 and 30. In addition to Hong Kong, Australia now has Working Holiday arrangements with Canada, the Republic of Ireland, Japan, Malta, the Netherlands, the Republic of Korea, the United Kingdom, Germany, Sweden, Denmark and Norway. Ministerial Press Statement No 152 of 2001 Streamlined Travel for Business Visitors from Chinese Taipei Chinese Taipei has joined the APEC Business Travel Card Scheme. The Scheme provides approved business people from participating member countries with streamlined travel within the Asia-Pacific Economic Cooperation region. Other countries participating in the scheme are Australia, Chile, Hong Kong, South Korea, Malaysia, New Zealand, the Philippines, Thailand, Brunei and Peru. Ministerial Press Statement No 125 of 2001 The issue of Australia's acceptance of illegal asylum seekers has dominated the Australian press in the last few weeks. The Government introduced a new policy of interdiction which, although attracting much popular support, drew substantial criticism from the legal profession, mainstream NGOs concerned with human rights, and all the Churches. The issue was litigated in the Federal Court by the Victorian Council for Civil Liberties. The sad thing about the debate is that it is largely based on fear and misinformation, given the tiny numbers by international comparisons. It reflects an underlying current of xenophobia in the Australian community which is made more distasteful given this is the 50th Anniversary year of the Refugee Convention and the debate has also taken place during the period of the World Conference in Durban to Combat Racism, Xenophobia and Related Intolerance. The Government has now introduced further toughening legislation with the intended effect of reducing illegal entry into Australia by sea. The package of Bills had just passed through Parliament at the time of publication of this Newsletter. Full details will appear in the next Newsletter. Further information:- The firm has successfully obtained a health waiver for a client seeking an interdependency visa for an HIV positive applicant. The case was argued before the Migration Review Tribunal. The issue of health waivers continues to cause applicants serious problems. The DIMA Islamabad office has been closed effective 19 September. A temporary processing facility for Pakistani citizens usually resident in Pakistan has opened in the Australian Embassy, Bangkok.
